He's demanding the evidence the DOJ says it has but won't reveal -- evidence on SYSTEMIC violations of civil rights by MCSO. The Arizona Republic has repeatedly asked for the same information (guess that makes them Joe's henchmen too, eh?) Montgomery pledged to toss any cases that MCSO has submitted for prosecution that have civil rights violations -- if only the DOJ would hand over the evidence of such violations. That's hardly something a "henchman" of Arpaio would say. In fact, if you understand the larger implications of Montgomery's position, it's not good for Arpaio at all.
