Previous attempts to write and/or fix the budget during La Cervecera’s reign have “blown up” when she tried to tie spending cuts to new taxes. So, the idea went, why not break those up? Last week’s special session was to make cuts, revenues to be discussed at some future time, possibly in another special session.
Why does the line “you throw me the idol, I throw you the whip” come to mind?

The reason of course why Democrats voted en masse against the sales tax ballot referral was that the revenue generated would only have backfilled holes created by other tax cuts, effectively transferring taxation from more wealthy people onto poorer people.
If the Governor wanted to propose the referral without turning around and pushing simultaneous cuts in other parts of the tax structure I suspect she’d have more success.
