The state constitution requires them to have a balanced budget, which technically they passed on <del>July 1</del> June 30th (+1). At that point, AZ didn't have a balanced budget, even with the stuff passed at the beginning of the 'special session'. Perhaps it is time for people to file a complaint with the AG's office against the leg for violating the constitution. Not sure if it would get anywhere, but somethings gotta happen.
