Yesterday, someone sent me a sixteen-page (!) document composed by Kirk Adams, who is taking on Jim Weiers for Speaker of the House. Of course, this assumes that the Republicans retain control of the House…

Matter of fact, the document is entitled “Rebuilding Our Majority.” Is this already a concession that they will lose control of the House?

Anyhow, the document is rather detailed about how Adams would restructure both the House and the Republican Caucus. Interestingly, there is a bit in there about opening up the House Operations budget. This seems to be the closest thing to a shot at the way Weiers has run the House.

And that brings up something I’ve found interesting. I didn’t talk to any Republican members, but I talked to people who work with the Republican caucus and they were not willing to throw in either way in this coming battle. This means one of two things: this is, in fact, a friendly dispute and after they have a winner they all plan to roast s’mores over a campfire and sing “Michael Row Your Boat Ashore,” or, this looks like it could go either way and folks are hedging their bets. I go with the latter, don’t you?

One legislative observer I talked to yesterday noted how the document seems to be entirely composed by Adams, and his is the only name on it. You have to admire the work that he was willing to put into it, but you also have to wonder why he wouldn’t give some indication of who his “leadership team” would be. Is this a result of the hedging by other members who don’t want their names associated with Adams yet, or does this guy like to go it alone?

Like I said, most of the document is about his vision of the structure of the caucus and the body. There are few references to how he would deal with Democrats, except he does call Governor Napolitano “disaterous.” I guess this is an indication that he looks to continue the combative, and non-productive, relationship leadership has had with the governor, since that has served his party so well for the last couple of years.
